The 2025 Global Philanthropy Environment Index (GPEI), developed by the Indiana University Lilly Family School of Philanthropy, assesses the philanthropic environment in 95 countries from 2021 to 2023. It evaluates six factors: ease of operating a philanthropic organization, tax incentives, cross-border flows, political and economic conditions, and socio-cultural context. The report shows that 61% of economies have favorable conditions for philanthropy and offers insights into trends, innovations, and recommendations to strengthen the global philanthropic landscape.
